Hedera answers a question most networks avoid: if enterprises will only use a ledger with accountable operators, what does the resulting system lose — and is it still meaningfully public?

Public networks solve for one adversary: anyone might be dishonest, so nobody may be trusted. Enterprises face a different problem: regulators expect identifiable, accountable parties, and an anonymous validator set is not an answer they can file.

Hedera's design accepts that constraint rather than arguing with it. Consensus nodes are run by council members — large companies and universities with named legal identities — and the network is public to use while being permissioned to operate.

What is still unsettled

Whether Hedera is decentralised is not a question the project and its critics can settle, because they mean different things by the word. What is verifiable is the structure: a bounded council, term limits, published governance, and a stated intention to open node operation further. Progress against that intention is the thing to watch, rather than the label.
